We have had the pleasure of serving the City of Richmond's Office of Equitable Transit and Mobility, working on a multitude of projects and programs.  We love our Mayor!

Our founder is an activist and practicing antiracist working to resolve problematic injustices of the past for a better tomorrow! Let us show you our passion!

Commonwealth Community Connections has been serving the Richmond metro area since 2020. Founded by Kelli Rowan AICP, CCC LLC provides project management, meeting facilitation, outreach and engagement consultant services for the planning arena.

Our Staff

Kelli Rowan

Kelli Rowan, AICP is a planning professional with over 8 years of public sector project management and program administration experience at the state and local level. She is a graduate of the University of Virginia and holds a BA in Anthropology and Environmental Sciences. Her passion for the intersection of culture and the natural world drives her love for sustainable and equitable planning! She also has completed several graduate courses through the MURP program at Virginia Commonwealth University. Though valuable,  Kelli feels her experience in the field has proved learning-by-doing is irreplaceable.

While the sole employee of the Office of Intermodal Planning and Investment, she managed a 7-million-dollar program budget, and all the programs and planning efforts housed within that effort. From the local Urban Development Area grant program to the Statewide Multimodal Transportation Plan, from procurement to GIS skills, Kelli brings a diverse array of tools and experiences.

Lucy Bolin

The first public meeting Lucy remembers attending was for a neighborhood bridge replacement when she was 9 years old. She went on to earn her B.S. in Urban Planning at VCU and is now working towards a Masters in Public Policy at UT Knoxville. Lucy is passionate about citizen engaged planning and community understanding of public process-- as an intern with the Office of Equitable Transit and Mobility, she worked with Kelli to develop a tactical urbanism inspired traffic safety and public art program for the City of Richmond. Aside from academic coursework in GIS, natural resources, and parks planning, Lucy is an outdoor enthusiast with hands-on experience in recreation planning from working on projects with her local parks system on behalf of several organizations. 

Brandon Rowan

Brandon Rowan holds a BS from Old Dominion University. His research skills and teaching experience while a PHD candidate mean he is CCC LLC's go to for research studies and best practices reports. He also has significant experience managing large projects and has completed corporate level management training while with Anheuser-Busch/AB In-Bev. He is versed in the regulatory requirements for wastewater systems and has a passion for freshwater and saltwater ecology.
